Phil Ting
Mayor Gavin Newsom chose Phil Ting as
Assessor-Recorder because it was time to move beyond
politics and put this vital office in the hands of a
professional. Phil Ting is bringing his experience in
real estate, organizational reform and his community
leadership to make this office work for us. He is already
working to make sure that every dollar owed to the people
of San Francisco is collected fairly and quickly.
Hands-On Experience as a Real
Estate Appraiser
Phil began his career as a real estate
financial advisor and now has over five years of practical
and hands-on experience in fiscal management and property
assessments. As a Senior Consultant at Arthur Andersen,
Phil valued real estate properties such as apartment
buildings, homes, office space and hotels. He has spent
countless hours in the field assessing and appraising
the value of real estate.

Phil is a problem solver — and
he has the skills and experience to make this office
work for us.
Phil advised government agencies and
corporations on how to increase fiscal efficiency and
be more responsive to clients and constituents. He helped
identify cost-saving opportunities and evaluated key
organizational processes and streamlined operations for
The State of California, Applied Materials, Sun Microsystems,
and various technology-based Fortune 500 Companies.
At CB Richard Ellis and SSR Realty Advisors,
Phil utilized his real estate finance skills to help
underwrite and recommend the purchase of $200 million
worth of real estate investments, create $3 million operating
budgets, and develop strategic vision and performance
goals. Phil assisted the California Pension Employees
Retirement System (CalPERS) and California State Teachers
Retirement System (CalSTERS) in their purchase of multi-family
housing for retiree pensions.
As a graduate of Harvard University's
Kennedy School of Government, Phil has been trained and
educated in effective policy-making, with a focus on
housing and fiscal policy. As the former Chair of the
Citizens' Committee on Community Development, Phil advised
the Mayor's office and the Board of Supervisors on over
$25 million of Community Development Block Grant funding
for housing and social service agencies across the city.
By setting and developing policy, the Citizens' Committee
supported San Francisco's vibrant non-profit community.
Fairness for Every San Franciscan
Phil Ting's career has been dedicated
to standing up for fairness and equal rights for all
Californians.
Phil has served as the Executive Director
of the Asian Law Caucus, founded in 1972 to advance and
promote the legal and civil rights of the Asian Pacific
Islander community. Phil oversaw all aspects of the organization,
including fundraising and fiscal management of the $1.1
million annual budget, providing guidance and strategic
direction to all legal programs and legislative advocacy,
staff management, and public relations.
With a focus on immigration, employment,
housing, consumer, anti-Asian violence and voting issues,
the Asian Law Caucus employs a three-prong model of litigation
and legal services for its 1000-plus clients, community
organizing and outreach and policy advocacy. The Asian
Law Caucus is also an affiliate of the National Asian
Pacific American Legal Consortium.
Phil also serves on California's first
ever Asian and Pacific Islander American Affairs Commission,
and has served on the California Secretary of State's
Task Force on Uniform Poll Worker Training Standards
and San Francisco's Building Inspections Commission.
Additionally, Phil has co-chaired the California Coalition
on Civil Rights, which is comprised of 48 organizations
across the state.
Phil has a history of fighting for educational
access, greater financial aid
and more classes for undergraduates. Phil carried the
same commitment to his work at San Francisco State University
as an Associate Director of Community Relations, where
he worked to ensure the university was more responsive
to the students and teachers. Additionally, Phil fought
to secure funding for public higher education and SFSU
from the California State Legislature.
